Ryu is Rumioko outlet for her pent up lesbianism, confusion over her gender and sexuality. It's an outlet to do lesbian baiting fantasies with plausible deniability. Pairing Ryu and Shinobu just seems perfect.

Shinobu is not as fun as Lum, but at least she avoids the trope of “fighter who’s supposedly strong but never improves and always ends up in trouble” thing that Akane and Kagome have.
Shinobu’s strength is mostly played as a gag in UY, since it’s a comedy,but Akane is introduced as a capable martial artist, and Ranma is a comedy too for the most part, yet 90% of Ranma's plot devices revolves around saving her ass, and furthermore in the last chapter she gets turned in a doll. A complete loss of agency, when she can feel everything happening around her while being stuck in the body of a lifess doll, it was so bad it almost felt like a parody, instead of having her team up finally with Ranma and do some fighting together, like Rumiko Takahashi implied she wanted the two of them to be equals.
While for Kagome it was just so repetitive and boring, she has this badass bow but ends up being kidnapped far more than any other heroine.
